(KTNC) - The Falls City, City Council, approved a Blight and Substandard Study as recommended by the Planning Commission during a special meeting Monday evening.
The study area includes 162 acres of land on the south edge of Falls City where Consolidated Grain and Barge plans to build a large grain handling facility.
Keith Marvin with Marvin Planning of David City conducted the study, and explained the process he used to define the blight and substandard area, based on Nebraska’s Community Redevelopment Act. Among the criteria Marvin used was the age of the structures in the area. (play audio :47)
Marvin’s report concludes that the area meets the criteria as Blighted and Substandard under Nebraska laws.
People representing local elevators and truck drivers oppose the CGB project. They say it will adversely affect their business and cost jobs. Attorney J.L. Spray, representing David Frederick of Falls City, said he’s been trying to determine the economic impact of the project, and has been unable to do so. (play audio :50)

After closing the public hearing, the council voted 7-0 to approve the Blight and Substandard Study. Councilman Don Ferguson was not present at Monday’s meeting.
