(KNZA)--City of Horton residents, hopeful that golf carts would be allowed to be driven on city streets for short trips to the grocery store, or to the golf course, saw that hope shot down when the ordinance failed to pass the Horton City Commission Monday evening.
The matter, discussed in detail at several recent meetings, was again discussed when revisions to the ordinance allowing golf carts was presented by City Attorney Kevin Hill.
Including such requirements as insurance, use only during daylight hours and on streets 30 miles per hour or less, and operators over 18-years-old, the Commission ultimately said no, with only Commissioner Jeremy Forkenbrock voting in favor.
Commissioners Wade Edwards and Ken Krug said no, while Mayor Tim Lentz and Commissioner Doctor Steve Davies, for reasons unspecified, abstained from the vote.
Meanwhile, an ordinance pertaining to bee keeping did pass, but not before Hill's revisions were reviewed, and the matter discussed in detail.
Among new rules pertaining to bees will be a fee of 10 dollars and guidelines specifying where they are, and aren't, allowed.
Commissioner Forkenbrock questioned the need for the ordinance, saying the matter should be one of a civil nature, handled between neighbors, and not a matter for government. Reminded that the ordinance was proposed due to complaints, Forkenbrock, who ultimately voted no against the ordinance, said the city can't create a new law for every complaint.
His fellow commissioners disagreed, voting in favor of enacting the ordinance. Commissioners also voted to set new fees for the Municipal Court, and also said yes, with certain restrictions, to allowing swimming at a specified area of Mission Lake. Commissioner Davies, working with the City's Parks and Recreation Board, as well as the group of citizens pushing to see swimming allowed, addressed the issue(Play Audio)
Davies and Hill will now work together to iron out the details, and the specified requirements, prior to another review by the Parks and Rec Board, and finalization by the City Commission.
