Budget Discussion for Nemaha NRD Board
08/20/2012

(KTNC) - The Budget was again the dominant topic at the Nemaha Natural Resources District Board of Directors meeting this month.  The Board discussed ways to fill a shortfall in the proposed budget for the current year.  NRD General Manager Bob Hilske explains.  (play audio   :39)
The tax levy for the Natural Resource District is limited to no higher than four-and-a-half cents per 100-dollars of assessed valuation.
Much of the shortfall is attributed to the Duck Creek Watershed Project, which includes a flood control dam and public recreation area northwest of Peru.  Hilske says the major budget cut the board settled on is associated with that project.  (play audio  :21)
Land rights expenses for the Duck Creek project were originally estimated at approximately $778,000 this year.  The project involves two flood control dams, one of which is complete.
State funding through the Resource Development Fund has been approved to cover a portion of the Duck Creek project, but those funds won’t be available for several years.
The second major project, Hilske explains, involves upgrading a structure near Dunbar.  (play audio  :54)
The final NRD budget will be set after this year’s property valuation changes are received from county Assessors.  Valuations are due by Monday (August 20).  The NRD Board will hold a public hearing on the budget on Thursday, September 13, and board action to approve the budget is expected following the hearing on September 13.
