Mound City residents who pave the alley near their home will be responsible for maintaining the pavement. That’s the decision of Mound City Aldermen, who met in special session Monday evening.
After discussing whether to allow individuals to pave alleys, the council agreed to allow the paving if residents assume responsibility for maintaining the alleys. The city will only grade and rock the alleyways.
Aldermen also say the city will not patch a privately paved alley, and if a paved alley needs maintenance and the responsible party will not maintain it, then the city will remove the old asphalt and rock the alley.
Aldermen had discussed the matter at their regular July meeting after receiving two requests to have the city pave alleys.
Russ Northup asked to have the alley between the State Theater and his building north of the Theater paved. Northup said they provide handicap parking behind his building and he had a previous agreement for the city to maintain the alley.
Larry Russell asked about paving the alley adjacent to his son’s house in the 200 block of East 5th Street. Russell offered to pay the costs, and Northup also offered to share the costs with the city.
Aldermen though expressed concern about future maintenance of paved alleys, which they say is considerably higher than the costs of grading and rocking the alleys.
In other business, Mayor Chris Krueger reported progress on widening the entrance to the City Hall parking lot. The entrance is being expanded to 40-feet wide. That will allow angle parking on the south side of the lot and still allow two-lane access.
McFadden Construction, which striped the swimming pool parking lot, will submit a quote to stripe the City Hall lot. They have also recommended sealing both parking lots next year. McFadden told the council the lots should last about seven years once they’re sealed.
