The incident happened around 6:30 Tuesday evening, near 6804 Ottawa Road, as the intended victim was walking with her dogs.
Calhoon says he's described as a white male in his 30's driving a dark colored full size pick-up truck with a large dent in the driver’s rear quarter panel.
The man is believed to have dark colored brown wavy hair, a slim build with dark colored eyes and a tattoo on the right side of his neck.
Calhoon says the suspect may also have dog bite marks on a hand or ankle, believed to have been incurred as he attempted to abduct the girl.
Anyone with information about the incident or witnessed the person or truck described, they should contact the Atchison County Sheriff's Office at 913-367-4323.
