Atchison County Hunting Citizens Not Paying Fines
03/06/2012

Citizens not making an attempt to pay outstanding fines from either criminal, traffic or juvenile cases in Atchison County may see a notice coming in the mail.

The Atchison County District Court and County Attorney are working together to erase a ledger that’s a least a million dollars.

District Court Clerk Donna Oswald has been going back as far as the late 1990’s since the beginning of the year to track unpaid fines.

She says there are roughly 400 to 500 individuals owing fines and restitution on the criminal side alone.

Some individual cases have individuals owing tens of thousands of dollars.

However, fine collection for some of them may take time or never occur at all because they are in prison or even no longer in the United States.

Oswald takes these reports of people not attempting to pay on their fines up to County Attorney Gerald Kuckleman for him to file contempt charges.

Since the beginning of the year, there have been dozens of cases filed on these charges alone.

They can be in contempt for anything that’s outstanding for any charge, whether it’s an unpaid speeding ticket or restitution from a burglary conviction.
