Horton Close To Armory Ownership

With testimony offered at the Kansas Statehouse, the City of Horton moves another step forward in the ongoing goal of acquiring ownership of the former armory.

The building was abandoned by the state during a past maneuver to alleviate armory expenditures from the Kansas budget; however, actual ownership has never been granted to the city.

Offering testimony in Topeka, on behalf of Horton, was City Attorney Kevin Hill(Play Audio 24 secs)

The House committee could, as early as Tuesday, take up the matter for a vote, and forward it to the full House(Play Audio 19 secs)

While utilized for some local programs as is, the lack of a deed limits the City of Horton from expanding the community use of the facility.

According to State documents, when the Adjutant General closed 18 armories in 2010 and turned them over to the cities, it was discovered that the Horton

Armory had a revisionary clause requiring the property to be returned to a specific family.

However, the family cannot be located, and the bill is needed because

the Adjutant General does not have the authority to transfer the title to the City of Horton due to the clause.
