LV City Manager Denies Fraud Claim

(MSC News)--No fraud was committed against FEMA. 

That claim is made by Leavenworth's City Manager as reported by the Leavenworth Times Thursday. 

Scott Miller's claim follows the filing of a lawsuit by a whistleblower who alleges the City of Leavenworth committed fraud by claiming reimbursements for water pipe and bridge repairs that were actually damaged prior to the 2011 flood. 

Miller tells the Leavenworth Times the city didn't make claims for anything it wasn't deserving of,  saying all payments received from FEMA have been upheld, and cites the existence of documentation to support that claim. The newspaper reports that Miller would not comment further about the lawsuit due to it being pending litigation. 

The Associated Press is reporting that the lawsuit, unsealed in U.S. District Court Monday, was filed by former assistant water treatment plant supervisor Michele Coffman. 

She is also alleging that the plant illegally dumped waste directly into a creek behind the plant that runs into the Missouri River, while truckloads of solid sewer waste were dumped on top of the ground behind the facility. 

Coffman also claims in her suit that the city retaliated against her after she raised concerns over the practices. 

The Justice Department has declined to intervene at this time, but is monitoring the lawsuit.
