Former Troy Resident Accused of Soliciting Murder

 A 49-year-old former Troy resident faces charges for criminal solicitation to commit murder in the Doniphan County community. 

According to court documents, the preliminary hearing for Franklin “Kevin” Hubbard is scheduled for Tuesday in a Doniphan County courtroom. 

Hubbard, who is now a resident of Georgia, also faces 21 other charges, involving 7 other victims. 

Those alleged crimes include felony stalking and felony criminal threat. 

Hubbard remains in custody in the Doniphan County Jail. 

In a separate case, dating back to early March, two teens charged in an incident involving an assault on a Highland police officer have waived their preliminary hearings. 

The Kansas Chief reports that arraignment for 18-year-old Callie Percival and 19-year-old Antonio Clayter is tentatively set for June 27th in Doniphan County District Court. 

Pervical is a resident of Pawnee City, Nebraska, and was attending Highland Community College on a volleyball scholarship at the time of the incident, happening on campus. 

Clayter, an Atchison resident, was a former student at the time the assault happened.
