(KLZA) David Sickel was reappointed Chairman of the Richardson County Board of Commissioners Tuesday and Jim Davidson was reappointed Vice-Chairman.
The Board also designated duties to the various Commissioners. Newly sworn in Third District Commissioner James Standerford was appointed to County Roads, Southeast Nebraska Development District and 5 Rivers Economic Development District.
When it came time to make annual appointments Sheriff Randy Houser voiced opposition to the reaffirmation of the appointment of Jim Gerweck as the Emergency Management Director for 2013. Ken Arnold also spoke regarding the position of Emergency Management Director. The appointment of an Emergency Management Director was tabled.
In addition, Commissioners tabled the reaffirmation of the appointment or Ralph Huettner as the Veteran’s Service Officer for 2013.
Extension Educator Lindsay Chichester presented Commissioners with information on the job specifications for the staff person in the Cooperative Extension Service Office, Mona Godeman presented information on the specifications on the Veterans Service Office staff position and Treasurer Austin Duerfeldt requested consideration be given for a salary increase for his clerical staff and also in lieu of the medical reimbursement being reduced.
Commissioners voted unanimously to increase the clerical positions in the Cooperative Extension Service, Veterans Service Office, County Assessor, County Treasurer and Courthouse Maintenance. by 2.5 percent effective January 1, 2013.
Commissioners did approved entering into an agreement with Falls City EDGE for fiscal year 2012-13, agreeing to provide $20,000 in funding to the economic development organization.

APPOINTMENT OF BOARD/COMMITTEE MEMBERS
Motion was made by Davidson to reaffirm the appointment of Scott Huppert as the Richardson County Highway Superintendent. Motion seconded by Standerford. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried.
Sheriff Houser voiced opposition to the reaffirmation of the appointment of Jim Gerweck as the EMA Director for 2013. Ken Arnold also spoke at this time regarding the position of a EMA Director. Motion was made by Sickel to table the reaffirmation of the appointment of Jim Gerweck as the Richardson County Emergency Management Agency Director. Motion seconded by Davidson. SPECIAL BOARD APPOINTMENTS
Motion was made by Davidson to reappoint Richard Martin, John Stalder and Beckie Cromer as members and Casey Whalen as an alternate to the Southeast Nebraska Economic Development Association, Inc. for the year 2013. Motion seconded by Standerford. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried.
Motion was made by Davidson to reappoint Earl Schawang, Dennis Thacker and Tom White to the Richardson County Planning Commission for a new term of three years which expires December 31, 2015. Motion seconded by Sickel. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried.
Motion was made by Sickel to reaffirm the appointment of Dr. Allan W. Tramp to the County Health Board for the year 2013 pursuant to Nebraska State Statute 71-501. Motion seconded by Standerford. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried.
Motion was made by Sickel to reappoint Rod Nanninga and to appoint Ron Eis to the Pawnee Area/Regional Revolving Loan Fund Board/Review Committee for 2013. Motion seconded by Standerford. ROLL CALL VOTE: Standerford-aye, Davidson-aye, Sickel-aye. Motion carried. Mr. Eis will fill the vacancy of the position held by Francis Seid since 1997. The Board publicly thanks Mr. Seid for his service to Richardson County and Southeast Nebraska while serving on this Board.
Motion was made by Davidson to appoint Austin Duerfeldt and to reaffirm the appointments of Gracie Deckinger, Jim Gerweck, Deb Ebel and Mona Godeman to the Grievance Board for the County Road Department for 2013.
