Humboldt City Council Tackles Nuisance Enforcement

(KTNC) - Discussion of nuisance properties consumed the bulk of the time for the Humboldt City Council Tuesday night.  The council approved several motions regarding nuisance enforcement Tuesday night after the properties were inspected earlier in the day.
 The council approved one motion to rescind the declared nuisance on 12 properties that have been cleaned up.  Another motion was approved to abate the nuisances on another 10 properties, though action against one property was postponed so the council could get more information.
 The city will advertise for companies to submit bids to abate nuisance properties.
 Ten people whose properties had been declared nuisances requested show cause hearings.  The council voted to rescind the nuisance declaration on a couple of those properties, and the rest were given an additional 90 days to bring their properties up to code.
 The owner of the house where authorities removed more than two dozen animals late last month told the Humboldt City Council that he plans to fix up the property.  Dennis Payne owns the house at 608 Central Avenue.  He said he is in the process of evicting the tenants and plans to bring the house up to code.  The city had considered condemning the house.
 The Richardson County Sheriff’s Department and Nebraska Humane Society removed 24 cats and four dogs from the home on August 23.  The conditions inside the home posed a health threat, with a high concentration of ammonia from accumulated animal waste and a stench from rotting trash.
 In other business Tuesday, the Humboldt City Council decided against a request to extend the one-way street on 8th Street to Nemaha.
 The council approved a payment of $539,730 to Eriksen Construction for work on the city’s water project.
 And the council decided to wait until after the fair to install a tube in the alley between Long Branch and Central Avenue.
